Professor Liang has served as conference chairs and program committee members for many international conferences. The major ones include:

1. Pacific Asia Conference on Information Systems, founded in 1993, Kaohsiung, Taiwan. The conference is now the major conference in information systems in the Asia Pacific Region. The 2017 conference was held in Malaysia. An average of 400 scholars attended the event each year.
2. Workshop on e-Business. The workshop is an Association for Information Systems SIG event founded at Barcelona, Spain in December 2002 and rotated in different cities afterward, including Seattle, USA; Washington, DC; Las Vegas; Milwaukee, WI, Montreal, Canada; Paris, France; etc.. I served as a Workshop Co-Chair until resigning in 2011 due to busy schedule. 2017 workshop was held in Seoul, Korea.

Professor Liang has supervised more than 160 master and doctoral theses in Taiwan. Graduates under his supervision are serving industries and academia in Taiwan and overseas. This indicates his contribution toward developing human resources in electronic commerce and information management in Taiwan.
